Sure, the house isn't Europe old, but it's Canada old. It would be a protected heritage house almost anywhere else, and its history as an official residence does give it significant patina. Important people and events have been inside its walls. Repurpose the existing building and add whatever needs adding.

Have not been following this in detail. But, my understanding is they went through a remediation process to remove lead paint, asbestos, rodent droppings etc. That would have brough it back to bare wood studs and then the exterior shell. They should be able to repurpose that into something that is workable. If the shell of the building has been remediated already, what is gained by starting over.
It is a house, not an office building or events venue. Keep it as a house. Set it up so the PM if able to host other leaders and small gathering in a small function of maybe 15-20 at most. Anything bigger can be done in an events venue somewhere.
