OAKLAND — A historic downtown Oakland office tower that’s described as the East Bay city’s “original highrise” has been returned to its lender, a fresh indicator of the worsening weakness in the Bay Area office market.

The Syndicate Building, an office tower at 1440 Broadway, is now in the hands of its lender, a disquieting hint that economic maladies linger for the region’s feeble office sector in the wake of the coronavirus outbreak.

Brightspire Capital, a real estate investment firm and lender, has taken ownership of the 10-story highrise through a special deed that shows the property’s unpaid debt was $25.5 million at the time of the transaction, according to documents filed on July 28 with the Alameda County Recorder’s Office.

The office building, which totals about 89,500 square feet, was sold by a Tidewater Capital-led affiliate that had owned the property for about five years and landed the loan from Brightspire Capital two years ago.

The transaction provides clear indications that the value of the building, constructed from 1903 to 1911, has shriveled in recent years.

Tidewater Capital bought the building in 2018, paying $43.5 million for the 1440 Broadway tower, county real estate records show. In 2021, Tidewater obtained a $28.4 million loan from a Brightspire Capital affiliate, with the tower as the collateral.

At the time of the purchase, the coronavirus was still ongoing. Even so, real estate players gambled that companies would return to their workplaces after government-mandated business shutdowns had emptied out the vast majority of office spaces.

The unexpected occurred. Countless companies — primarily tech firms — determined they didn’t need nearly as much office space as they had occupied prior to the coronavirus outbreak.

As a result, many office buildings continued to suffer brutally high vacancy levels and flat rental rates, which helped to erode the value of the properties in numerous instances.

Now that the building is in the hands of Brightspire Capital, it’s possible the lender could seek a new owner for the property. Among the ground-floor tenants in the historic tower: Oaklandish, a high-profile apparel store; Edible Happy Pizzeria; and Gus’s World Famous Fried Chicken.

Orton Development, one of the building’s previous owners that in 2010 bought the historic tower and revamped it, praised the structure’s merits.

“This building, located in the heart of Oakland near city, state, and federal government offices, BART, and AC Transit, boasts Carrera marble interiors, high ceilings, large operable windows, and historic light fixtures and oak finishes,” Orton Development stated in a web post.

Oakland has approved plans for a new five-story affordable infill at 430 Broadway in the city’s Jack London neighborhood. The proposal is the first of three phases by Related Companies and the East Bay Asian Local Development Corporation to redevelop the former county building and parking lot. This first structure will create 71 apartments above retail.

The proposal for 430 Broadway will extend along Broadway between 4th and 5th Street, close to the freeway overpass, while cover 0.56 acres of the 1.38-acre parcel. The 65-foot tall structure will yield around 85,140 square feet with 55,760 square feet for housing, 16,040 square feet of common space, 1,090 square feet for a community room, 2,370 square feet for retail, and 5,520 square feet for the stacker garage with a 40-car capacity. Additional parking will be included for 28 bicycles.

Of the 71 units, 70 will be designated as affordable to households earning between 50-80% of the Area Median Income, and one will be sold at market-rate for the on-site property manager. Unit sizes will vary with 15 studios, 16 one-bedrooms, 20 two-bedrooms, and 20 three-bedrooms. da is responsible for the civil engineering.

David Baker Architects is responsible for the design, working with associate architect Y.A. Studio. The exterior will be clad with various materials, with brick tiles or board-formed concrete to provide attractive details at ground level. The upper floors will be wrapped with glaze brick tiling, stucco, and fiber cement panels.

Residents will enter the building from Broadway. The lobby will connect to the various shared amenities, including the community room, computer lab, residential service offices, waiting room, and the open-air courtyard. The ground-level space will include play areas for children, a teen gathering space, and a publicly accessible open space close to 4th Street. The second-level deck will provide an elevated open terrace by the laundry room. EinwillerKuehl is overseeing the landscape architecture.

The site is directly across from 419 4th Street, where Lowney Architects has designed an eight-story apartment complex with 101 apartments while preserving the HL Noodle Inc. factory facade.

Speaking with the SF Standard in April, Related’s CEO for for Related California’s Northern California Affordable and Northwest Divisions, Ann Silverberg, shared that after two more structures are built on the 430 Broadway parcel, the 1.38-acre lot will contain between 210-263 units. Across the street, the joint team will redevelop 401 Broadway with three more structures, including two affordable housing buildings and one market-rate or mixed-income building.

Construction is expected to start in 2024, with 430 Broadway finishing as early as 2026.

New plans have been filed with a minor residential capacity increase for 419 4th Street in Oakland, Alameda County. The revisions will not increase the size or design of the eight-story building, rising in the city’s waterfront Jack London Square neighborhood. Smart Growth is the project owner.

The 88-foot tall structure will yield around 82,190 square feet, including 62,170 square feet for housing, 500 square feet for retail, 5,910 square feet of amenities, and 645 square feet of parking for two EV car-sharing spaces. Additional parking will be included for 32 bicycles. Residential amenities will include a coworking space, a fitness center, and a wellness room.

Unit sizes will vary, with 89 studios, 18 one-bedrooms, and 12 two-bedrooms. There will also be nine work/live apartments on the first floor. In addition, 12 will be designated as affordable to very low-income households, one more than the initially approved plan from November of 2022.

Lowney Architecture is responsible for the design and landscaping, with a large gridded skin on the front and back rising above the refurbished 1922-built existing facade. The exterior will have stucco, fiber cement panels, and a full-height mural on the sides. Landscape design will include the first-floor private yards, the second-level amenity courtyard facing 4th Street, and a furnished rooftop deck. The top floor includes a tea pavilion, bar, and dining space.

Plans call for the demolition of a portion of a mezzanine floor, along with ground and upper level interior partitions.

Monarq Inc is the project owner. Lowney Architects is responsible for the designs.

The project site is a parcel spanning an area of 0.17 acres. The project proposes to convert a 14-story office building in to a hotel building. The office building spans an area of 78,000 square feet.

The aim of the project is to reposition the high-rise as an important downtown hub in Oakland. The change in building use introduces food service on the ground floor, offering residents a place to dine and drink, while letting travelers access Oakland easily. Façade improvements include a new storefront, while retaining the windows.

The project proposal includes the construction of a new seven-story building, Stanford Medical Sutter Health Cancer Center (SMSHCC), offering spaces for outpatient treatment center. The project involves the demolition of two structures on the site.

Sutter Health has formalized a collaborative joint venture with Stanford Health Care for a state of-the-art cancer facility. Lamphier-Gregory is a planning firm and the project applicant.

The project site spans an area of 91,636 square feet. Named Stanford Medical Sutter Health Cancer Center, the project proposes to bring a new seven-story building spanning a total built-up area of 170,000 square feet. The medical center will be a freestanding outpatient medical building located on Alta Bates Summit Medical Center Campus (ABSMC). The project also proposes the reconfiguration of the adjacent outdoor space and parking lot. The building facade will rise five stories above ground and two stories below ground.

Included in the project scope is the redesign of the Peralta Pavilion outdoor plaza and parking area of 8,600 feet. This new plaza space would be centrally located and designed for patients, staff and the public and would be the primary path of pedestrian circulation between the new Patient Care Pavilion, Providence Pavilion, Peralta Pavilion, the new garage and Samuel Merritt University. The plaza would also accommodate small group gatherings, lunch time rest areas and opportunities for casual meetings.

A recent Zoning Worksheet application has been filed and subsequently withdrawn for 2040 Telegraph Avenue in Downtown Oakland. Both applications are mixed-use buildings with housing, either for a 27-story tower with lab space or a 43-story high-rise with offices and a theater. The project is on the same block as the city-owned and landmarked Paramount Theater.

The first option for 2040 Telegraph Avenue is a 27-story tower with biotech laboratories and housing. Lab spaces often require generous ceiling heights, so this iteration may not be significantly shorter than the office option. The second option considers a 43-story tower that includes housing, offices, and a prospective theater.

The vacant property had been home to the Lost and Found beer garden from 2014 to 2020. Along with the adjacent Paramount Theater, the prospective tower will be next door to Forma, a 24-story apartment tower developed by Holland Partner Group. For transit, the 19th Street BART Station is one block away. While the application appears fanciful now, given the extremely limited information from the owner and architecture firm, the location is right for high-density construction.

TMG Partners is expected to request an extension of the city’s approval for Telegraph Tower at 2201 Valley Street in Downtown Oakland. The developer had received approval for a 450-foot office tower in 2019.

While the developer worked on permitting and city approval from 2017 to 2019, San Francisco was experiencing record-low office vacancy rates. Oakland was an attractive alternative for companies looking for office space in the Bay Area. In October 2019, TMG’s David Cropper told the San Francisco Business Times that the developer sought a single tenant to occupy the 875,000-square-foot tower, and construction was expected to start in mid-2020.

Over two years after approval, Matt Field, now to co-CEO of TMG, told the Business Times in 2021 that the firm was still ‘very optimistic’ about building Telegraph Tower. Field emphasized that most office workers in the Bay Area workforce live in the East Bay, so Oakland is a closer commute than San Francisco. He declined to project an expected start for construction at the time.

TMG Partners has yet to reply to a request for comment by YIMBY.

Solomon Cordwell Buenz is responsible for the architectural design. Illustrations show the glass-wrapped structure carved by a string of balconies that separate volumes for an articulated facade. The curtainwall skin will be adorned with perforated patinaed metal panels. SCB writes that each portion of the “glass façade contains a unique pattern of pleated curtain wall modules with exterior vertical fins optimized to reduce solar loads and glare.”

What's being built in Oakland right now? Are there any cranes? I'm over in Austin but I'll be back in the Bay in December to update some threads with photos (unless someone can PLEASE beat me to it)

Two cranes downtown at the moment, plus two other towers that are wrapping up. A smattering of midrise projects across the city as well.


Crane up:

2359 Harrison
This project has topped out and has facade installation almost all the way up. Not the tallest (16 stories), but its presence near the lake is fairly noticeable.


525 12th Street (Samuel Merritt University)
Crane went up a month or two ago, not sure if this is above ground yet. Not going to make an impact on the skyline from most angles, as it's only 10 stories and there are taller buildings around it.



Nearing completion:

1510 Webster
19-story mass timber tower, was built quite quickly. Not a huge skyline impact but it is visible. Colors and façade materials are questionable.


1900 Broadway
Very visible tower, around the same height as many of Oakland's taller towers (thus contributing to the tabletop skyline). Glassy façade, looks pretty nice IMO.

During the in-person meeting, the commission could recommend approval for the latest major development around the neighborhood’s BART Station. Tidewater Capital is responsible for the application.

Next to 533 Kirkham Street, lenders have taken over property ownership of 500 Kirkham Street from Panoramic Interests after the developer defaulted on a $6.25 million loan. The multi-structure masterplan would have created 1,032 units across two eight-story blocks and a 32-story tower. After news broke about 500 Kirkham Street in October, Panoramic Interests owner Patrick Kennedy shared with YIMBY that the firm is “still working with [Columbia Pacific Advisors] to ensure the entitlements and development agreement remain in place and are available for another potential developer.”

Next to the Mandela Station site, The Michaels Organization is sitting on approved plans for Golden West, an eight-story apartment complex with 222 units at 1396 Fifth Street.

BDE Architecture is responsible for the design. Illustrations show the building will be articulated with setbacks and vertical panels. An eight-story rooftop deck will provide residents with a shared amenity space overlooking Jefferson Street facing the Bay Area. BKF is the civil engineer, and Jett is the landscape architect.

Named Lake Merrit BART Building B, the project is a part of a larger master plan. The scope of work under this permit includes the construction of a seven-story building offering 97 100% affordable housing units for seniors. The seven-story will yield a total floor area of 79,893 square feet. It will includes 3,235 square feet of commercial space on the ground floor. The residential units will be designed as a mix of studios, one-bedroom, and two-bedroom floor plans. The building will rise to a height of 84 feet, constructed in Type I-B (concrete) construction. Renderings reveal a facade expressed in bricks, fiber cement panels, composite wood panels, metal roofing, and plaster.

The first building to rise will be affordable senior housing, labeled Building B. The 85-foot tall structure will yield 82,360 square feet. Unit types include 22 studios, 70 one-bedrooms, and five two-bedrooms. Residents will have long-term parking for 49 bicycles, with commercial space for six bicycles. That commercial space includes a 3,240-square-foot ground-floor food services and commercial kitchen.

The overall design for Building B is light, balancing white plaster exteriors with a wood-panel corner pinch over a two-story overhang, creating a dramatic view at the corner of 8th and Fallon Street. Facade materials include bricks, fiber cement panels, composite wood panels, and plaster.
