Looks like a galvanized coating; possibly all that steel will be exposed to the elements as part of an elaborate rooftop screen.

Sometimes you will also see red steel - this is steel that has been coated in a red primer and will be painted for an exposed look (in a skyscraper this usually requires intumescent coating for fireproofing which is very expensive).
