Voting eligibility is based on both residency and property ownership. The developer or business person could live in Chelsea but still vote in Centretown if they or their spouse own or rented property there. Councillors are representing anyone who lives or owns/rents property in their ward. Even if a corporation owns the property instead of an individual, councillors will still be advocating for them and helping them out.
