One needs to remember that for about 15 years beginning in the late 1990s it was nearly impossible to even get a DT/waterfront proposal even in front of City Council for discussion regardless of its merits, much less approved. The money and time wasted trying to get things off the ground had a chilling effect. One wishes we had a bit of that today, now that uninspired cookie-cutter apartment blocks are popping up everywhere like dandelions.
