Apparently the 500 lot is not meant for us common people to live in. Here is a quote from their website:

In other words, no new development, we live here, nothing changes. Funny thing about these people, they say nothing about dilapidated buildings outside the 500 lot. Anything new in their precious 500 lot, no way, it's ours, you can't live here!

After two and a half years, construction has started on this three unit. Wow, even a three unit can't be approved in the 500 lot without Andrea Battison and friends, hopscotching to IRAC to stop this and other developments. I'm sure the time tied up by City staff to fight this was excessive. I, being a citizen of this city, would be shocked at how much that would be.
