Northern Blvd is the best view of downtown. From that view, I don't think the visibility of the Capitol would be compromised if the buildings are west of it (near the RSA tower all the way towards the old Advertiser printing plant). There are plenty of spots that can be utilized. Even if other buildings need to go or be remodeled.

Ex. The Grand Amway Hotel in Grand Rapids has a tower that's attached to it. The original hotel was finished in 1913. The glass tower was completed in 1983.

Speaking of the Advertiser's old printing plant... that area could house a 3 tower development or so.
