That was deans question among many more, and it was a loaded question (not pointed) that pre-assumed an answer. It is known that the city has "Ottawa's Official Plan Rights-of-Way Protection Policy" regarding buying rail land when it comes available, knowing this deans assumes it was a gift to tnext and would be just given to them.
While McKenney asked question of the same nature along with making direct comments that this purchase was a gift to transit-next/SNC (after Morgan made statements against such a comment, McKenney does that often). Then came out against the purchase as it stands (time 28:00)
As for contamination it looks like the city may have been required to remediate the lease site before handing it back (time 36:30).
