I don't think it is. There is a grade level door on the side but if I recall there are 2/3 steps going up next to the washrooms at the back.

The patio seems to be fully fenced in and only accessible from the inside.

Unless the other patio belongs to Carleton and not the Morning Owl in which case it seems accessible albeit a little tight.

It's been a few years since my last visit.

Depending on the width of the passageway - and the placement of railings - I can do two or three steps.
