A couple of reasons, as the articles specify. First and most importantly, Citadel is teaming up with a different developer, Sterling Bay. Second, an anonymous Chicago LLC bought the site (Chicago being the current world HQ location for Citadel) and third that it would be "on" Brickell Bay. While that would be technically correct for Related and Swire's tower, this site sits directly on the Bay, while One Brickell City Center is deeper into the financial district.
