I think you're talking about the current Luna Park. The new amusements have been placed so that they are interchangeable and removable. They have already removed some rides, and put in new ones since opening.
The new Thunderbolt was put on city land, the northern end of which will eventually be indoor amusement space. But the city does not own the bordering land (talks are supposedly underway now) to complete the assemblage. Other than the current Wonder Wheel amusement park, the city has assembled the land (south of Wonder Wheel Way) that has been marked permanent parkland, it can never be developed over. That way the outdoor amusement area is preserved. (I seem to vaguely remember the City getting the Wonder Wheel park too).
In the current RFP, you see the streets that run south of Wonder Wheel Way are where the new amusement area is being extended,

North of WWW is to be a cross between the South Street Seaport and Times Square.
