My hunch is, with the structured parking, you're looking at the combined parking for American Water and the Hilton Garden Inn.
Also recall the hotel has to go on one of those lots ... there's a good chance it's wrapping around one of the garages, Texas doughnut-style. Which would of course necessitate building the garage first.
