Yes, that’s my understanding. This was taken during Maxwell Street Days, influenced by Chicago’s Maxwell Street Fair.
This picture was from 1985 and it was the same day as the Live Aid Concert. Everywhere you went you could hear the concert broadcast over various radios throughout the city.
