The LA basin has more alternate freeways and surface streets. Lakewood-Rosemead Blvd. can be a great alternate if there's an accident on the 605 or 710; Venice Blvd. can be a great alternate to the 10; Sepulveda or La Cienega to Slauson or La Tijera can be a good alternate to LAX... etc.

NorCal has challenging bottlenecks. The bottleneck between LA/OC and SD is
really bad too. 1 freeway and a railway, connecting a 13 million person metro with a 3.5 million metro (6 million if you combine SD with Tij) and that's about it. If you're in the Inland Empire (pop 4.5 million) then you have the 15 as an alternative to SD.
