Amtrak, VIA and Go railway might have to build a new Windsor Train Station to make the Chincago-Detroit-Toronto route work.
They could keep the existing station too but its not well placed for a seamless travel experience for the Amtrak route to Toronto (if it runs through Windsor to begin with).
