There is a video to watch.

To protect that view, the easement restricts development on a Waterfront site called Parcel 2 to buildings between 45 and 54 feet high, depending on the distance from the Victor Building, the EDA said.

Liberty Property wants to put a 328-foot-high tower on Parcel 2 as part of 1.5 million square feet of office space. The firm also plans stores, a hotel and 211 homes on parking lots south of the Ben Franklin Bridge.

A Liberty Property representative could not be reached for comment Friday.

The project announced its first major tenant in July, when American Water Works Co. of Voorhees said it would move 600-plus jobs there by June 2019. The EDA has approved $164 million in tax incentives to help finance the utility firm's move to a planned five-story building on the Waterfront.
