Savvy aldermen know
exactly how these kinds of "housekeeping" council actions can be turned into an opportunity for NIMBY obstructionism, or yes, sometimes a shakedown.
The failure of the city to do a remap after 2004 is maybe the original sin here, but the continual failure to do it is really bad.
