I think they can make a case for the grant. Whether it is approve/deny is not for us to decide. And, I'm not bother by the look of window units but think modern HVAC isn't a luxury ask in this day/age. Up to folks in City gov't if that's a priority to them or not...probably not due to costs and all other higher priorities nowadays.
