Ramsey County has selected AECOM's RFP response for the former Ramsey County Jail and West Publishing site in Downtown Saint Paul, which extends along the base of the bluff between the Wabasha bridge and the district energy plant, from Kellogg at the top of the bluff to the Mississippi River. AECOM's proposal would include 4 towers, along with pedestrian connection and land bridge from Kellogg down to the river, negotiating the bluff and crossing the rail line and Shepherd Rd. I wouldn't hold my breath on this coming to fruition, but these renderings are beautiful. If something of this scale were to really be built in DT STP, regardless of whether it ends up with architecture much less striking than shown here, this would be huge for STP, which has suffered a languishing office market for decades and has struggled to activate downtown.

As described today, the project would be broken down into three phases. Phase 1 would include a hotel component on an unknown size, ~250 residential units, and ~20k sqft retail. Phase 2 would include an office component described as 12-20 floors. Phase 3 would include a tower "up to 36 floors." No use was named for the tower.
