It's NOT neon. View it full screen on a desktop [click double diagonal arrows at upper-right corner of photo, then click same arrows near upper left corner of display, then click the '+' several times to maximum zoom; click and drag to pan around image]. Those are individual bulbs set in channel letters.

What is "HD"? Take your photo early morning on a weekend for lack of people. I seriously see no indications this archival photo was photoshopped.
