Usually they'll put special footings in to isolate the foundation from movement in the ground- but the answer is probably more complicated here-
I think the structure for the 1 may be still independent from the rest of the concourse and plaza structure in the wtc bathtub (remember they built around the tubes). As a result there probably isn't really any ground or anything else for the 1 to shake.
