Socketsite discussed this today - had more details. Looks like it won't happen as soon as we'd like (likely for the same reasons the neighboring Koolhaas tower is waiting for 2016 - road construction).

Avant Housing and Essex Property Trust are scheduled to take possession of the Block 9 parcel in early February, a parcel for which they’re paying $43,630,000. Construction is currently slated to commence in July of 2016. And the development is anticipated to be ready for occupancy by the middle of 2019.
