An article by a Bloomberg writer makes a comparison between HQ2 and Sematech.

In the early 1990s, a group of American technology companies and universities, along with the U.S. Department of Defense, decided to band together to combat Japanese dominance in the semiconductor industry. The resulting consortium, called Sematech, held a highly publicized competition to decide where to locate its operations.
