That figure includes the "vast areas of Harlem and Washington Heights" because those vast areas are a part of Manhattan.
And lots of people live in those vast areas.
Manhattan is not a city... and therefore its numbers are already gerrymandered out of the City of New York. We all know that Manhattan possesses the highest real estate prices, so it's unnecessary and senseless to further gerrymander the
borough to exclude lower-income areas in order to fit your narrative.
