This is imo similar to how construction on the main site was delayed in earlier years because of people that lived in that area debating that the memorial site and towers weren't designed taking into account the people that lived there.
I don't think there is a serious debate as much as it is a desire for many that the affordable be 100%. Business is moving along as planned for the site. They can talk about making it 100% all day.
