I would still think of 20 story buildings as a high rise. Now, ones lower than that and I consider them midrises. Truly short ones, say, 5 to 8 or so still have to fit in somewhere. Relabeling other lowrises would mean buildings that short would be...what?
I think a better classification is lowrise, midrise, high rise, skyscraper, supertall, etc.
