Even without any air rights this could be a supertall.

Unless you're in a special zoning district, I don't think you can't transfer FAR across streets. Generally you need to share a common lot line, or have a group of buildings with at least one that shares a common lot line.

Regardless, this seems like a great place for a large tower!
