I believe the HBLR should end at Bayfront, and even link Bayfront with a ferry to Downtown Newark. The HBLR should focus on expanding north to Englewood, NJ, rather than focusing on Newark. As for Newark, it has a lot of potential to expand it's light rail system, to communities such as Nutley, West Orange, Irvington, and maybe even further into the Ironbound and Port Newark.
