its both oversized for the site and too big.
another issue is the immediate area is over tilted with drug addict programs and basically it gets dumped on by the city. staten islanders actually want these things, but more spread around and the city gives them no say in siting. also of note the shelter is right next door to where eric garner was murdered by the cops.

the only movement i have heard on north shore bay street rezoning and developments is a next move to build up the waterfront with a boardwalk between the ferry terminal and stapleton, similar to what is at urby in stapleton. we'll see what happens --
