Ive been to Wichita to visit a good friend several times, and I think Wichita would love this.
I would make the plane shape at the top basically a triangle.. a delta-wing plane.. rather than a typical swept-wing plane. This will allow for a more efficient –and better looking– support structure (the "needle" part) under the plane.
I would also design the cross-section of the "plane" so that it doesn't generate any lift or downforce in the event of a tornado
Finally, at the base of this thing, you could have an aerospace museum, and have it designed like a modern airport terminal

I heard the UN is moving its HQ there. The eiffel tower is moving there soon as well. Elon Musk even decided he didnt want to go to mars anymore after visiting.
