Isn't it a bit unusual for a tower crane permit to be issued for a site before it's even been cleared? This must be an error in reporting.

Somewhat unusual. But you can apply for, and receive, a tower crane permit regardless of the status of the site. Especially considering there are already wrecking permits issued for the 739 and 745 N Wells buildings.
