By my count we have a total of 9 towers of 15+ stories which are through the approvals process and awaiting groundbreaking:

As far as I am aware, all of these projects, except Calhoun Towers B, have targeted a spring/summer 2019 groundbreaking. Though it's not likely that all eight will break ground this year, the Minneapolis High-Rise Class of 2019 certainly has the potential to be the largest in a very long time. As far as I can tell, Minneapolis has only ever built more than 8 buildings of 15+ stories once, in 1973 when 14 such buildings were built. The next closest we've ever come was 7 in 1987. We have two approved projects (Eleven & Gateway) which, if built, would be the taller than anything built in Minneapolis since 1992, and a third (Alia) which would be taller than anything built in Minneapolis since 2001. If all three are built, Eleven would be the city's 7th tallest, Gateway the 10th, and Alia the 13th.
