I think what they do is build up the parking level to below the beams and then take the beams out and build the next floor. the bracing is all temporary due to how the underground portion holds its self from falling in due to the floors taking up that stress
if you go back to january 2017 on the transbay block 5 webcam in San Francisco you can see more or less how its done (very similar bracing situation on that project)
