If its not owned by them, I would image that Walgreens would probably have a long term lease with language that would make it very expensive to break out of it early for either side. Landlord might just be waiting it out?

Like the RnR McD's, if I owned either of these lots I would sit on them for as long as I can make money, knowing that every day I am amassing a bigger and bigger fortune in land values. Yeah it sucks from an urbanity perspective, but it's a great business plan
