give it time. It's not like the moment a big development happens in one area, all the available lots around it will suddenly pop up multi-floor buildings as well. Basically any lot on Pembina is a good candidate for high density builds.
I think the sign on the site between Shell and MB Housing says for lease as well, so I can imagine most multi-family building developers want to own the lot rather than lease indefinitely.
