they tried that, there still are train tunnels everywhere under the city, but it ended up being too costly to build and maintain.
The tunnels were even flooded when construction workers accidentally drove a piling into a tunnel under the river, which caused the Great Chicago Loop Flood of 1992. city officials almost added another star to the Chicago flag because of the event.
Now that i think about it weren't there photos posted here about a Chicago star on a piling in the river, and people were wondering what it was for? maybe it was because of the flood?
