Texas Central only plans on building between Dallas and Houston. The EIS and ROD recently completely with Federal approvals is for Dallas to Houston.
Any extensions to it would require another 6 years plus of EIS and ROD processes. Whether Texas Central would fund any future extensions entirely or with some governmental assistance, that would be a future decision probably based upon the success of the initial Dallas to Houston HSR train.
