They could be very real redesign options if the Port Authority or other developers were to consider a redesign to increase the amount of affordable units in the building. Hopefully that doesn't happen, the current design is imo better than the previous designs and can't really be improved upon.

The hand-drawn daycare might reflect efforts to allocate more community facilities (including schools) into 5 WTC or for a drastically alternate design vision for the building and what it is purposed for.
