Actually, it's clearly the Census Bureau, quoted by Breitbart. Of course you can, and probably will, argue that Breitbart is distorting or lying about the Census numbers but I doubt it. I looked for other sources. Heres a good thorough discussion but it generally doesn't discuss trends in 2018/2019:
