Prisoners have to be housed as Rikers is shutting its doors. Thus we need a location. Thus... it has to be somewhere in this city! But no matter where you place it, they will be out to complain!

And its not like they are building a sprawling complex. Its in a tower. Not taking up blocks of land.

Unless they work some deal out with NJ, and fund an expansion in NJ (Essex County for example) and somehow allocate a certain % of NY tax money to fund it. But that would be complicated.
