That's pretty much the entire airport. That's basically a new airport, since nothing of the old one remains, and the new one is being built ground-up on a different footprint than the old one. I see no problem with that terminology.
As far as I know, Terminal A, aka the Marine Air Terminal, isn't going anywhere, so not all terminals are being replaced.
