Yeah, all tourists were told the same.
I went to the area once (Pompei is the most interesting pile of ruins I've ever seen) and we hardly could visit the inner city because some people in our group were scared to get mugged and robbed.
So, I can't remember what it looked like.
Some acquaintances of mine visited it not too long ago while they were touring the whole country in summer just prior to Covid and said the old town was still gritty, lacking proper maintenance, but obviously had the bones to be a great old town.
They liked it a lot, called it very underrated, never felt unsafe and said the bad reputation of the city was definitely an exaggerated stereotype.
I can see some scaffoldings to refurbish some facades in your pictures. I guess that's partly what they need to have this place more popular.
