Yeah, that's a fair comment. I only started following the WHL closely when the Winnipeg ICE came to town so I don't know what it was like historically. But at games this season I've seen a lot of half-full or less rinks in places like Moose Jaw, Regina, Medicine Hat, etc.

It's nice that Moose Jaw has a nice, somewhat new 4,500 seat rink but what's the point when only 2,000 come out to a typical game. They have extra capacity for playoff games but that's a heavy financial burden to carry if the seats aren't being used during most of the hockey season.
