obviously because its troublesome to do and the cops don't want to deal with it, they are too understaffed and busy elsewhere.
i say definitely do it, but just throw up a few road blocks and jersey barriers and be done with it. in other words don't make it such a huge deal, that's pre-corona era thinking.
