In terms of “what is needed” - massive population growth in Atlantic Canada. If these were cities of millions then the car trip would take longer, the transit at either end would be better and you would need much less market share to fill up a train. Maybe as Ontario gets too expensive it will push up population growth.

A good way to spur growth is good transportation networks.
