The real issue is none of the buildings fronting the Kennedy have any sort of curb appeal, naturally. So it'd be a cap of a park split by on/off ramps, flanked by blank walls and parking garages. Kindvof a waste of money to build a very expensive park in this location. The block bordered by kinzie green Halsted metra could be a little park. Or the already capped part between wayman Fulton Halsted and union.

It would cost SO much to cap the part with the ramps. Money better spent elsewhere.
