So yes in Ohio it probably will be underused, the only reason to have high speed in Ohio is to get from one side to the other while spending as little time as possible in Ohio.

The Amtrak out of Chicago has to abide with speeds in the Chicagoland area but the point is to get somewhere without having to drive and deal with traffic.
Cleveland is larger than St. Louis, FYI while Columbus is Ohio's third biggest metropolitan area. And Ohio is one of the most urbanized states (along with New Jersey) in this country so that doesn't make any sense but then again nothing you wrote made sense.
