Emphasis on relatively. I know it's a theoretical exercise but unfortunately subterranean construction is wildly expensive, seemingly especially so in this country. Just look at the amount of new light rail projects that should ideally cut under intersections and avoid all grade crossings instead travel on massive hideous concrete flyover overpasses and then still have multitudes of silly railroad standard grade crossings with bells, and lights and gates and all the rest. It's frustrating.
