I don't think it's a bait and switch because that implies fraud... I suspect that what is really going on is that someone thinks they can make a project work based on their estimates of the revenues and expenses for a particular project. But when one or both sides of that equation falls short (either costs are too high or not enough uptake through leases/sales), then a project either gets reduced in scale or cancelled altogether.
Developers are always kicking the tires on potential projects, but in a relatively slow growing market like Winnipeg, not all of them are going to physically materialize.
