New Jersey has strong protections for farmland. They also have an amendment in the state constitution (the
Mount Laurel doctrine) that requires all municipalities to provide housing for low income residents. To avoid lawsuits and protect demographics, many NJ suburbs have stopped allowing new housing to be built at all.
New York has a law that requires all state infrastructure projects to assess the impact on
subsidizing and encouraging sprawl.
